(Tyson Koschik/CBC)Winnipeg police say they’ve taken down two sophisticated drug-trafficking organizations that allegedly used dial-a-dealers to sell heroin and meth, as well as a mixture of the two called chitta.A total of 13 people were arrested and more than $227,000 worth of drugs were seized in the two investigations, dubbed Project Khallas and Project Black Dragon, police said in a news release on Thursday.Project Khallas ran from May to October 2024, while Black Dragon ran from June to September 2025. Both took place with help from the Canada Border Services Agency and Manitoba Justice, police said.Several residences were identified in the Khallas investigation, and on Oct. 30, 2024, investigators searched homes in The Maples (Oakburn Place), Transcona (Peter Sosiak Bay), Amber Trails (Daylan Marshall Gate) and West St. Paul (Lewin Lane).Police seized 105 grams of heroin with an estimated value of $58,000, 22 grams of methamphetamine with an estimated value of $1,100, multiple cellphones, drug packaging materials, cash and identity documents.Police accuse a 53-year-old man of being the head of the network, which used mobile drug traffickers (dial-a-dealers) to distribute heroin and meth at the street level. He was arrested and charged with trafficking, possession of the proceeds of crime, laundering and breaching conditions of prior release orders.Six distributors, age 36 to 49, were also arrested and charged with drug trafficking.Project Black Dragon began when investigators determined a new group of individuals had taken over the operation of the network targeted in Khallas.The drug being trafficked was a blend of heroin and meth known as chitta, police said.Six people were identified as being involved in the network, including a 45-year-old man they allege was the head of it.Two residences in West Kildonan (Saphire Place and Drimes Place) were linked to the operation, with one of them identified as a drop-off point for the drugs. Common parcel delivery companies were used to transport the packaged drugs to the home, police said.Both residences and five vehicles were searched on Sept. 9, 2025. More than 800 grams of chitta, with an estimated value of $168,600, was seized along with score sheets, cellphones, packaging materials and 12 firearms.All six individuals were arrested at the time.The 45-year-old alleged head of the network is charged with multiple offences connected to trafficking and proceeds of crime.The other five people, age 19 to 40, are charged with drug trafficking.
