The review includes a public survey, but the wording of some questions sparked concern that decision makers were considering a breed ban.Mayor Chad Bachynskii told CBC he does not support breed bans.“One statement that I have made and I stand behind it, is that I don’t believe banning dog breeds is an answer. I believe that it’s holding owners responsible,” he said. The survey results were to be submitted to the mayor and council Nov. 12, but after significant public pressure to slow the process down, officials say the animal bylaw review report, which includes the survey responses, will not be shared until the first quarter of 2026.The city says it is consulting the public as well as veterinarians, the Regina Humane Society, Saskatchewan Health Authority, Regina Police Service and Canada Post during the review.
