The matter was adjourned so a pre-sentence report discussing Ramsay’s personal circumstances and background information could be prepared to assist the court.Article contentArticle contentThe factsArticle contentAccording to an agreed statement of facts previously read in court, on Feb. 27, 2025, at 7:09 a.m., the RCMP executed a search warrant at a York Point Road residence in Cornwall where Ramsay lived with his parents and siblings. The search was based on information police received from the social media platform X (formerly Twitter), the National Center for Missing and Exploited Children (NCMEC) and a production order for an internet service provider.Article contentIn total, X provided 709 files from Ramsay’s account comprised of 221 videos and 488 images that were previously reviewed by the RCMP. It was determined that there were examples of child pornography.Article contentDuring the search of the Cornwall residence, police seized three cellphones, seven computers, a computer hard drive and two USB drives. On March 3, 2025, police viewed preliminary extractions of a Google Pixel 6 cellphone found in Ramsay’s bedroom that contained a number of child pornography images. Ramsay was arrested the following day for possession of child pornography.Article contentArticle contentRamsay possessed 39 child pornography files on the Google cellphone and two more on a laptop computer. The collection included digital images and videos, including cartoons and child pornography produced by artificial intelligence (AI).Article contentPre-sentence reportArticle contentBased on comments in the pre-sentence report, legal-aid lawyer Conor Mullin described Ramsay as having a normal childhood with a good upbringing. Ramsay has also experienced social isolation and social difficulties in his life.Article contentMullin said that Ramsay was enrolled full-time in a computer networking program at Holland College. He added that Ramsay is a good candidate for rehabilitation and expressed remorse for his actions in the pre-sentence report. Ramsay declined to address the court when given the opportunity.Article contentOrr also referenced the pre-sentence report and said it “paints a very disturbing picture” given Ramsay’s comments that he accessed pornography at a very young age – since Grade 3 or Grade 4 – while using a computer unsupervised.
