(Submitted by the Winnipeg Police Service)A 35-year-old man with a lengthy criminal record, who is considered a high risk to reoffend in a sexually violent manner against women, has completed a prison term and is expected to live in Winnipeg.A community notification about Jason Mark Bard was issued Friday by the Manitoba Integrated High-Risk Sex Offender Unit, a joint forces unit of the Winnipeg Police Service and the RCMP.Bard was released on Thursday from the Winnipeg Remand Centre after serving a prison sentence for aggravated assault and assault of a peace officer.He and a fellow inmate at Stony Mountain Institution attacked another inmate with a weapon, repeatedly stabbing the victim.In an unrelated incident at Stony Mountain, Bard spit in the face of a corrections officer, the news release said.He has a history of sexual and violent offences, with a criminal record that includes sexual assault with a weapon, forcible confinement, overcoming resistance by attempting to choke, suffocate or strangle another person, aggravated assault, uttering threats, assaulting a peace officer, assaulting a peace officer with a weapon, assault causing bodily harm and numerous breaches of probation.In 2015, he was sentenced to five years after he sexually assaulted a women while threatening and choking her. The incident was stopped by two people who came upon the scene, the news release said.Although he has completed some sexual offender treatment in the past, Bard is considered a high risk to reoffend.He is described as five feet three inches and 183 pounds, with brown hair and brown eyes. He has a tattoo on his left upper arm that says devil and another that says tribal.On his right hand is “KRUNK,” and on his right calf “Rest in peace/Edward Bone.”Both his left and right arms also contain artwork, the news release says.Bard’s release is subject to conditions that require him to abstain from consuming or possessing alcohol, other intoxicants and illegal drugs, abide by curfew from 10 p.m. to 7 a.m., and have no contact or communication with previous victims or their immediate families.He is also subject to a lifetime weapons ban.”This information is provided to enable members of the public to take suitable measures to protect themselves.
