Article contentThe parole ineligibility term was a moot point, as Dechamp is already serving a life sentence with no eligibility of parole for 25 years for the first-degree murder of Tyler Richards just two days before the shooting of Clayton and Whynder.Article contentParole eligibility periods are backdated to the time of arrest when an offender remains in custody, and Dechamp was arrested for both murders at the same time. The current law says the sentences must be concurrent to one another and to the other murder sentence. Article content“No matter what sentence is imposed today, the result will be the same,” Campbell said. “Those in charge of whether he is released (on parole) will consider all of the circumstances, including the circumstances of this murder and of this attempted murder.” Article contentWhile the sentence result is essentially the same, “it is clear, and it should be clear on the record, that Mr. Dechamp has shown a level of callousness and dangerousness that is quite remarkable and quite rare,” Campbell said. Article contentThey were shot in a vehicle that was parked across from a halfway house on Gottingen Street on the night of April 19, 2016. Article contentClayton, 23, was pronounced dead at the scene. Whynder, who was 31 at the time, was transported to hospital with life-threatening injuries but survived. Both men were shot several times. A third person in the back seat was not hurt. Article contentThe sentence was a joint recommendation from the Crown and defence. Crown attorney Kim McOnie said the “heavily negotiated” agreed statement of facts doesn’t speak to Dechamp’s motivations or any of the surrounding circumstances.Article content“It’s not the Crown’s desire or intention to speculate as to why and how this tragic event occurred,” she said.
